e-Guichet Police or Police-on-Web (www.policelocale.be/ottignies)




What is it?
  • The electronic window the police service launched on 1 January 2007 is a service for lodging complaints online in complete security. It is called: "e-guichet police" or "police-on-web".
  • This new interface between citizens and the police force enables you to record certain complaints without having to travel anywhere.    
  • Complaints can be lodged around the clock from your home or using any computer with an Internet connection (library, etc.) for a set number of incidents.
  • The complaints lodged will then be sent for the police authorities to deal with just like any other complaint.
  • This new development helps citizens and police officers to gain a great deal of time

Who may lodge a complaint online?

 


Toute personne qui peut s’identifier d’une des trois manières suivantes :

- Anyone who can identify him/herself in one of the following ways:

  • Electronic identity card
  • Token (list of codes the federal government forwards on request by the standard postal system)
  • Registration of 3 numbers: identity card, social security card and national number

 

What information decides which precinct is responsible for the complaint?

 

  • The place where the incident took place (and not the complainant's residence) is used to determine which police precinct has to deal with the complaint.


What incidents are now covered by this initiative?

 


- During phase 1 (ongoing), you may lodge a complaint for the following incidents:-           

  • Shoplifting
  • Bicycle theft
  • Graffiti
  • Damage to private property

Advantages:

* The police/citizen interface offers the best possible security
* Complaints are dealt with on the police network (Hilde)
* Information can be recovered on a copy-paste basis
* Complaints are dealt with in a user-friendly environment
* The "dark number " (incidents unknown to the police) may be reduced for the relevant incidents (better management of the process)
* Better image of the police force
* Other advantages due to appear in phases 2 and 3
* Fewer people in the waiting rooms
* Taking the pressure off the waiting rooms in the case of minor incidents will free up time for more urgent cases.
* Online complaints may be dealt with any time during the day, during off-peak periods, for example, working hours can be better organised.



How does this work in practice?


A complaint will take the following path:    

1. You connect to the online complaint filing application via the federal portal.
2. You identify yourself in a secure manner.
3. You record your complaint via several user-friendly screens.
4. You view a summary of your complaint.
5. You confirm your complaint which is recorded by the police authorities.
6. Depending on where the incidents took place, your complaint will be automatically forwarded to the relevant local policy precinct
7. Once the complaint has been dealt with by the relevant local police force, you will receive a confirmation by post or e-mail according to your preference.



Where can you file your complaint?


  • Federal portal
The police-on-web is accessible via the  federal portail
  •  Local police force websites
It can also be accessed via the websites of the local police precincts :

  •  The 'police-on-web system has been incorporated into the precincts' websites so as to reflect the approach of citizen's who travel to the police station to make a complaint. The precincts will obviously all use the same layout).

How can you identify yourself?
