The identity certificate for non-Belgian children under 12 years of age is an identity document issued at the request of the person or persons who have parental authority over the child.
The document is issued by the municipality in whose register the child is included when the application is made.
The identity certificate ensures children can be quickly identified when travelling in or outside Belgium.
This official identity document is issued only in response to a written request.
The identity certificate is issued to a person or persons who have parental authority over the child but the owner of the identity document is the child. The parents may request the document and keep it but they are not the owners, such that the document has to accompany the child during a temporary stay with the parent other than the one to whom the identity certificate was issued. Should the latter refuse to provide the identity document to the one with whom the child is staying for a temporary period, the municipal authority cannot issue the other parent with a second identity document for the same child.
The certificate is valid for a maximum of two years starting from its issuance date. The expiry date featured on the document cannot exceed the date when child reaches the age of 12 or be longer than the validity of the residence permit issued to his/her legal representative.
